Public Service Board

Article 57 of the County Government Act (CGA) 2012 identifies the Public Service Board as a body corporate with perpetual succession, capable of suing and being sued in its corporate state. Under Article 58 of the CGA, 2012, Vihiga County Public Service Board was established and members sworn in on the 21st June, 2013.

Establishment

Article 57 of the County Government Act (CGA) 2012 identifies the Public Service Board as a body corporate with perpetual succession, capable of suing and being sued in its corporate state. Under Article 58 of the CGA, 2012, Vihiga County Public Service Board was established and members sworn in on the 21st June, 2013.

Mandate

Functions and powers of the Public Service Board are outlined in Section 59 of the CGA of 2012 and can be summarized as:

- Establishment and abolishment of offices in the Public Service.

- Appointment of persons to hold or act in those offices, confirm appointments and promotions.

- Exercising disciplinary control over & removing persons holding or acting in those offices.

- Promotion in the County Public Service the values & principles referred to in Article 10 & 232 of the Constitution of Kenya by informing and educating both the county public officers and the public on the said values and principles.

Short Term Goals

-Launch the Board Strategic Plan, the Human Resource Manual and the Curriculum on Public Awareness Programme.

-Confirm the county structures, policies and procedures necessary for efficient and effective functioning of all departments.

Long Term Goals

County Public Service endeavors to provide a competitive Human Resource that servers the needs of Vihiga County by developing, sustaining and empowering the Human Resource so that it is motivated, effective and efficient
