Core Functions

The Core functions of Vihiga Municipal Board are:

1. Oversee the affairs of the municipality.

2. Develop and adopt policies, plans, strategies and programmes, and may set targets for delivery of services.

3. Formulate and implement an integrated development plan.

4. Control land use, land sub-division, land development and zoning by public and private sectors for any purpose, including industry, commerce, markets, shopping, and other employment centres, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture, and freight and transit stations within the framework of the spatial and master plans for the city or municipality as may be delegated by the county government.

5. As may be delegated by the County Government, promote and undertake infrastructural development and services within the municipality.

6. Develop and manage schemes, including site development in collaboration with the relevant national and county agencies.

7. Maintain a comprehensive database and information system of the administration and provide public access thereto upon payment of a national fee to be determined by the Board.

8. Administer and regulate its internal affairs.

9. Implement applicable national and county legislation.

10. Enter into such contracts, partnerships or joint ventures as it may consider necessary for the discharge of its functions under this Act or other written law.

11. Monitor and, where appropriate, regulate municipal services where those services are provided by service providers other than the board of the municipality.

12. Prepare and submit its annual budget estimates to the relevant County treasury for consideration and submission to the County Assembly for approval as part of the annual County Appropriate Bill.

13. As may be delegated by the County Government, collect rates, taxes levies, duties, fees, and surcharges on fess.

14. Settle and implement tariff, rates, tax, and debt collection policies as delegated by the County Government.

15. Monitor the impact and effectiveness of any services, policies, programmes or plans.

16. Establish, implement, and monitor performance management system.

17. Promote a safe and healthy environment.

18. Facilitate and regulate public transport

19. Perform such other functions as may be delegated to it by the County Government or as may be provided for by any written law.

Municipal Manager/Secretary to the Board and has a career civil servant who has worked in the public sector for quite a long time he has a Master’s degree in Project Planning and Management, he therefore brings on board vast experience having served as a Chief Officer and Director in the department of Trade Industry, Tourism and Entrepreneurship also he has served as Sabatia Sub County Administrator for quite along time.

A career banker, she had worked for the top banks in kenya in senior positions for quite a long time,

Hobbies include travelling, watching and reading.

Firm believers in being self-reliant, focused, reliable, dependable and self-driven. She brings on board vast managerial experience.

Arch. Victor Cheye Kivaya is career architect and a holder of a degree in architecture and a member of architecture professional body, he brings in a vast knowledge and experience as a consultant, businessman and contractor He was born in 11 September, 1986.

CPA Mary Alwoka Andika PhD. Is a faculty member at the Multimedia University of Kenya, she has vast experience as an accountant, auditor and procurement, also she is a reputable consultant at IHR solutions

a firm specializing in human resource management, supply chain management, Finance

management and sustainability solutions for both private and public sector, Holds a Ph.D. in Supply Chain Management (JKUAT) She is an independent member of the board. Born on 14th December,1972.

CPA MARY ALWOKA ANDIKA PhD.

Is a seasoned educationalist who has served in various capacities under the ministry of education as a teacher and principal. He holds a Masters of Education (Planning and Administration), he brings on board a vast experience in public Sector. Born in 19th February, 1964

Prof,Isaac Mamboh Nyamweno, is a seasoned registered planner PHD Degree holder in Urban and Regional Planning from University of Jaramogi Oginga Odinga where he works as faculty member. He is also a lead expert in Environmental Impact assessment/Audit. He brings a wealth of experience in spatial planning and Project management to the Board. He is the Chairman of Technical Committee. He is an independent Member of the Board. born on 18th February,1969.
DR. ISAAC MAMBOH NYAMWENO PhD

Member of the Board.



Audit Committee & Independent Member of the Board. Is a Journalist with a unque sense to details he holds Bachelor of Arts Journalism and Mass Communication from Masinde Muliro University of Science and Technology he served as Director at Comunication & Events Committee Vihiga County Chamber of Commerce Freelance Writer at Nation Media Group Standard Newspaper . He is an independent member of the board. born on 19th June,1988.

MOSES AKIDADI INJENGA

Audit Committee & Independent Member of the Board.



A director at Andimi hospital mungoma also a director at Mungoma transporters and logistics, she is the chair Vihiga County Micro and Small enterprise association, chairperson Vihiga girl child fund, chairperson Sabatia Mulembe Women congress she holds a Diploma in business administration. Born in 11, June,1980.

MRS. EVERLYNE IMINZA KISATO

The vice Chair Person/ Independent Board Member.



CPA Patrick Oyondi Kirungu is a Certified Public Accountant, a certified Professional Mediator, Certified Monitoring and Evaluation professional and Human resource master expert. He is a member of the institute of Certified Public Accountants of Kenya, Kenya institute of Management, Institute of Internal Auditors of Kenya, Institute of Chartered Mediators and Conciliators, holds a master’s degree of Arts in leadership specializing in Business and Entrepreneurship. He has accumulative 30 years work experience, 22 of which is acquired having worked in various Audit Firm, He has wide experience in audit, Taxation, accounting and advisory. His zealous and superb performance has made him work as a member of various Boards of Management, He brings vast experience to Vihiga Municipal Board as the Chairperson, and in project monitoring and evaluation . Born on 9th September, 1969.

CPA. PATRICK OYONDI KIRUNGU

The Chairperson and independent member



Principal Beatrice Ekaka Bagada is a highly experienced High School Administrator and Manager. she holds a Masters Philosophy of Education from Masinde Muliro University of Science and technology . she has undergone training in administration and management at Kenya Education Staff Institute and Kenya School of Government. she brings a wealth of experience in administration and management to Vihiga Municipal Board. born on 5th October, 1970.
