Climate action is not just about funding, it is about building institutions that can sustain impact over the long term.
FLLoCA is strengthening institutional capacity at the county level by establishing Climate Change Units across all 45 counties to oversee climate programs. Training for county government staff has focused on community-level resilience planning to ensure that climate strategies address local realities. Investment in infrastructure has also been a priority, with 23 counties equipping their Climate Change Units with essential tools and two counties refurbishing their offices to support climate governance.
When counties have the right policies, trained personnel, and strong institutions, climate action becomes systematic and sustainable.
