Our Leadership

Our work is guided by the County Executive Committee Member (CECM), Chief Officers, and a team of Directors overseeing Commerce, Tourism, Cooperatives, and Markets. Together, we ensure that strategy translates into tangible results.

Team

Hon. Joseph Karungani Lunani is a seasoned technology and governance professional with over 19 years of leadership experience in ICT transformation, public finance, economic development, and institutional reform. He currently serves as the County Executive Committee Member for Commerce, Tourism & Cooperatives in Vihiga County Government, where he is driving inclusive trade growth, cooperative development, and sustainable tourism. Throughout his career, Hon. Lunani has held diverse executive roles, including CECM for Public Service Management & ICT, Transport & Infrastructure, and Acting CECM for Finance, Economic Planning, and Environment & Climate Change. Prior to joining public service, he served as Managing Director of Insynque Solutions, leading large-scale ICT strategy, systems design, and digital transformation projects across Africa.

Hon. Joseph Karungani Lunani

Dr. Anaya is a seasoned Management Consultant Expert with over 8 years of continuous professional experience cutting across various industries and sectors. He has managed to successfully execute numerous management consulting projects across Kenya. He is presently on-leave of absence from the University having previously served as a Lecturer of Entrepreneurship, Project Management, Innovation & Technology in the School of Business and Entrepreneurship, Jomo Kenyatta University of Agriculture and Technology (JKUAT) where he lectured both undergraduate and postgraduate students, participated in research and consultancy work.
Dr. Anaya Senelwa

Chief Officer

Ms. Sharon Awuor Ombuya is an accomplished administrator with over a decade of experience in public service and private sector engagement. She currently serves as the County Director of Commerce and Tourism in the County Government of Vihiga, where she provides strategic leadership in advancing inclusive trade development and promoting sustainable tourism.

Her career in public service has seen her serve as Deputy Sub-County Administrator and later as Sub-County Administrator in the Department of Public Service Management and ICT. Before joining government, she gained valuable experience in the private sector as a Sales Representative at Equator Bottlers Limited (Coca-Cola).

Ms. Ombuya holds a Master of Business Administration in Strategic Management and a Bachelor’s degree in Business Administration, Marketing with Information Technology, both from Maseno University, Kenya. She is currently pursuing certification as a Certified Public Secretary (CPS) to further strengthen her professional qualifications.

Mr. Francis Kisia is a renown and established Co-operator. He has wide experience in Cooperatives Management having worked with Ministry of Cooperatives from 1992 rising in ranks from Assistant Cooperative officer to Assistant Commissioner for Cooperative Development, before becoming County Commissioner for Cooperative Development in Vihiga County.

He holds a Masters in Strategic Management from Jomo Kenyatta University of Agriculture and Technology, a Bachelors in Cooperative Management from Moi University and a Diploma in Cooperative management from Cooperative University of Kenya.
