GOVERNOR OTTICHILO SIGNS THE VIHIGA COUNTY VOCATIONAL TRAINING CENTRES BILL, 2025, INTO LAW TO ENHANCE FUNDING AND OPPORTUNITIES FOR YOUTH

Governor Dr. Wilber Khasilwa Ottichilo this morning, alongside H.E. Wilberforce Kitiezo – Deputy Governor Vihiga County and the County Assembly leadership, assented to the Vihiga County Vocational Training Centres (Village Polytechnics) Bill, 2025, to boost the operationalization of the VTCs in Vihiga and expand opportunities for youth in Vihiga County.
Vocational Training Centres (VTCs) play a critical role in socio-economic development and curriculum advancement at both county and national levels. The centres were established under the Technical and Vocational Education and Training (TVET) Act, 2013, and are further guided by county-level legislation. The assent marks a significant step towards addressing long-standing operational challenges facing VTCs in the county. According to Governor Ottichilo, the Bill stipulates funding of the Centres where there will also be enough capitation and equipment for the learners.
“I am grateful to the Vihiga County Assembly leadership for fast-tracking the actualisation of this Bill. VTC learners will now be eligible to access bursaries in a well-structured manner. Additionally, the Bill creates room for the centres to initiate entrepreneurial activities that will generate income and create self-employment opportunities,” said the Governor.
