NATIONAL OUTLOOK ON DISABILITY RIGHTS AND SOCIAL ACCOUNTABILITY

Persons with Disabilities (PWDs) are not fully involved in public participation, extension services, agricultural programmes and other key county initiatives according to a recent fact-finding mission in Vihiga County by The Institute of Social Accountability (TISA) and the Kenya National Commission on Human Rights (KNCHR).
To strengthen disability-inclusive governance and service delivery, PWDs are encouraged to monitor upcoming county and national programmes and express their interest through the Department of Gender, Youth, Sports, Culture and Social Services, as well as relevant national government offices.
The county is currently supporting PWDs through the Persons with Disabilities Act, 2025, which promotes equal access to education, employment, and public services, together with a dedicated board that advocates for their rights and interests. Support also includes the ongoing distribution of assistive devices such as hearing aids, white canes, and wheelchairs. Plans are underway to map all PWDs across the county and to begin printing documents in braille.
