VIHIGA COUNTY LEADERSHIP SIGNS 2025/26 PERFORMANCE CONTRACTS AND WORK PLANS TO ENHANCE SERVICE EXCELLENCE AND INNOVATION

Vihiga County’s leadership formally executed their performance contracts and work plans for the 2025/26 financial year in a signing ceremony held at the county headquarters in Mbale.

The signing ceremony which was presided over by Governor Dr. Wilber Ottichilo and witnessed by Deputy Governor Wilberforce Kitiezo marked the fourth cycle of performance management contracting in Vihiga County underscoring a continued commitment to enhance service delivery and innovation.

Vihiga County Governor Dr. Wilber Ottichilo while giving his remarks challenged the executive team to uphold excellence in Human Resource Management, champion innovation and foster a culture of continual improvement. He further emphasized the importance of integrity, dedication and professionalism in representing the county and serving the people of Vihiga.

“Today marks a significant milestone for us as we are marking continuous implementation of performance contracting in this county since 2022/23. We have seen tremendous improvement in service delivery as an outcome of our implementation of this process and have also witnessed staff commitment to their work in their respective directorates. We are looking forward to being among the best implementers of performance management by ensuring efficient service delivery, being innovative and transformative. Let us also love our county and talk positively about our county to serve the people of Vihiga well,” said the Governor.

For his part the Chief Officer for Public Service Management and ICT, Philip Gavuna, noted that 3,200 staff members underwent appraisal in the previous financial year. He also highlighted that the 2025/26 performance contracts are now strategically aligned with both the County Integrated Development Plan and the Annual Development Plan ensuring a unified approach to achieving county objectives.

The County Secretary and County Executive Committee Members signed their performance contracts with the Governor, followed by the subsequent signing with their respective Chief Officers. The performance contracts and work plans will now be cascaded throughout the county administration engaging directors and departmental staff in the shared pursuit of excellence.
