VIHIGA COUNTY LEADERSHIP SIGNS 2025/26 PERFORMANCE CONTRACTS TO DRIVE SERVICE EXCELLENCE AND INNOVATION

County Executive Committee Members, Chief Officers and the County Secretary formally executed their Performance Contracts and Work Plans for the 2025/26 Financial Year today, in an event that was presided over by Governor Dr. Wilber Khasilwa Ottichilo and witnessed by H.E. Wilberforce Kitiezo – Deputy Governor Vihiga County .
Now in its fourth cycle of performance management, Vihiga County continues to prioritize efficient service delivery and transformative leadership.
Governor Dr. Wilber Ottichilo urged the executive team to uphold excellence in Human Resource Management, champion innovation and foster a culture of continual improvement. He further emphasized the importance of integrity, dedication and professionalism in representing the County and serving the community.
Philip Gavuna, Chief Officer for Public Service Management and ICT, noted that 3,200 staff members underwent appraisal in the previous Financial Year.
He also highlighted that the 2025/26 performance contracts are now strategically aligned with both the County Integrated Development Plan and the Annual Development Plan, ensuring a unified approach to County objectives.
All ten County Executive Committee Members signed their performance contracts with the Governor, followed by the subsequent signing with their respective Chief Officers.
These contracts and work plans will now be cascaded throughout the County administration, engaging directors and departmental staff in the shared pursuit of excellence.
